Under the authority of section 26(4) of the Financial Administration Act, the Lieutenant Governor in Council is pleased to authorize the Department of Child, Youth and Family Services to pre-commit funds totaling $39,000,000 against its budgetary appropriations as follows:  $25,700,000 in 2014/15; $9,000,000 in 2015/16; and $4,300,000 in 2016/17, to facilitate the award of contracts to Blue Sky Limited, Waypoints, Shalom and Key Assets for the delivery of Level 4 staffed residential care.
