Under the authority of section 117 of the Public Utilities Act, the Lieutenant Governor in Council is pleased to extend the terms and conditions of the appointment of Mr. Thomas Johnson as Consumer Advocate for the 2006 General Rate Application of Newfoundland and Labrador Hydro for the purposes of participating in the following three review processes to be initiated by Newfoundland and Labrador Hydro and arising out of its General Rate Application to the Public Utilities Board:  i) the wholesale power rate design for Newfoundland Power; ii) the rate design for Industrial Customers; and iii) re-design of the Rate Stabilization Plan to better meet design objectives.  This extension of appointment, effective February 1, 2007, is to be on terms acceptable to the Minister of Justice after consultation with the Public Utilities Board.  In accordance with the Public Utilities Act, all costs will be borne initially by the Public Utilities Board and subsequently assessed to the utility.
