Under the authority of the Prerogative of the Crown, the Lieutenant Governor in Council is pleased to second Mr. Don Osmond to the Intergovernmental Affairs Secretariat to serve in the position of Secretary to the Council of Atlantic Premiers, effective May 3, 2007 for a minimum term of four years, with the position terminating at the end of the final month, at his current salary on the Executive Compensation Plan, with a position description to be forwarded to the Public Service Secretariat for classification, the outcome of which will not negatively impact Mr. Osmond’s current salary, with any salary increase on the basis of the classification process to be effective May 3, 2007, where applicable, and with Mr. Osmond to maintain his status as a deputy minister within the Government of Newfoundland and Labrador, including any increases in salary/benefits that may accrue to deputy ministers during the term.  At the conclusion of the four year term, Mr. Osmond’s continuation of employment with the Government of Newfoundland and Labrador will be in accordance with the policy in section 6.2 of the Executive Compensation Plan as in effect at the date of this Order in Council.  If Mr. Osmond were to resign from the position of Secretary before the conclusion of the four year term, then the termination benefits outlined in section 6.2 of the Executive Compensation Plan would not be applicable.  Transportation and associated expenses incurred by Mr. Osmond are to be covered entirely by the Council of Atlantic Premiers or the Government of Newfoundland and Labrador, as appropriate.
