Under the authority ofsections 10 and 11 of the Executive Council Act and section 7 of the Intergovernmental Affairs Act, the Lieutenant Governor in Council is pleased to authorize the Minister of Education and Minister for Intergovernmental Affairs to renew the Atlantic Veterinary College Inter-provincial Funding Agreement for a period of five years from 2006/2007 to 2010/2011, subject to the concurrence of the other Atlantic Provinces, a final decision on funding being deferred to the budget process, and the signed agreement being filed with the Clerk of the Executive Council, and substantively along the lines of the agreement signed on November 22, 2002, to include:

i) provision for an annual 7.2% increase in operating grant and a 15% capital grant;

ii) an increase in the number of seats guaranteed for Newfoundland and Labrador residents in the Doctor of Veterinary Medicine program from two seats per year to three; and

iii) provision for a one-time infrastructure capital investment in the amount of $186,700 or such lesser amount consistent with the number of seats guaranteed for Newfoundland and Labrador residents.
