Under the authority of section 9 of the Executive Council Act and the Prerogative of the Crown, the Lieutenant Governor in Council is pleased to assign Mr. Wayne Penney to a Special Project within the Department of Human Resources, Labour and Employment to lead the negotiations regarding the federal offer to devolve the Canada-Newfoundland and Labrador Labour Market Development Agreement to the province, in addition to his current responsibilities for labour market development and immigration, with this assignment effective September 4, 2007 to March 31, 2008 or such later date as may be determined by the Clerk of the Executive Council and at his current salary.
