Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Justice that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve, on the recommendation in writing of Treasury Board, the preparation of a Special Warrant for the signature of His Honour the Lieutenant Governor, in the amount of $367,700 within the vote of the Legislature to provide additional funding of $92,700 for a By-Election in the District of Placentia and St. Mary’s and for unanticipated costs of $275,000 associated with the Turner Death Review/Investigation, allocated as follows:
