Under the authority of section 9 of the Executive Council Act and the Prerogative of the Crown, the Lieutenant Governor in Council is pleased to appoint Donald Burrage, Q.C. as Associate Deputy Minister of the Department of Justice and General Counsel, effective April 17, 2006, with reporting responsibilities to the Minister of Justice and Attorney General in support of the Attorney General’s roles assigned in section 4 of the Executive Council Act in matters of civil law, civil litigation and the settlement of instruments issued under the Great Seal and excluding matters that are the responsibility of the Office of Legislative Counsel and excluding the administration of legislation.  Mr. Burrage’s salary shall be at Step 25 of the 2328 Point Scale of the Executive Compensation Plan effective January 10, 2006 in recognition of his assumption of enhanced duties as of that date,with benefits to include the payment of annual practice fees in the Law Society of Newfoundland.  Mr. Burrage is to forward a position description to the Public Service Secretariat for purposes of classification and clarification of the relationship between the Associate Deputy Minister and the Deputy Minister of Justice, to be approved by the Clerk of the Executive Council in addition to the regular approval process.  The classification process shall not negatively impact Mr. Burrage’s salary and the benefit stated above and, where applicable, any salary increase on the basis of the classification process is to be effective January 10, 2006.
