Under the authority of subsection 26(4) of the Financial Administration Act, the Lieutenant-Governor in Council is pleased to authorize the Minister of Health and Community Services to pre-commit the expenditure of funds against its budgetary appropriations for a 30-year period beginning in fiscal year 2021-22 in accordance with the contract payment schedule on file with the Clerk of the Executive Council, to facilitate a Design-Build-Finance-Maintain Project Agreement with NL Healthcare Partners for long term care facilities in Gander and Grand Falls-Windsor.
