Under the authority of section 2 of the Rail Service Act and any successor legislation, the Lieutenant Governor is pleased to authorize the construction and operation of a railway branch line subject to Consolidated Thompson Iron Mines Limited agreeing to pay all costs associated with construction and operation of an underpass on the Trans Labrador Highway, as well as all costs associated with development, implementation and operation of the regulatory regime to govern rail operations.
