Under the authority of section28(3) of the Financial Administration Act, and on the report of the Minister of Finance that there is no legislative provision and that no other countervailing savings are available, and on the report of the Minister of Transportation and Works that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve, on the recommendation in writing of Treasury Board, the preparation of a Special Warrant for the signature of His Honour the Lieutenant Governor, in the amount of $35,165,200 within the vote of the Department of Transportation and Works, to enable the Department to meet the financial requirements related to the acquisition of four (4) waterbombers from Bombardier Inc. allocated as follows:
