Under the authority of section  28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Municipal Affairs that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve, on the recommendation in writing of Treasury Board, the preparation of a Special Warrant for the signature of His Honour the Lieutenant Governor, in the amount of $1,034,300 within the Vote of the Department of Municipal Affairs, representing a charge against Subdivision 3.1.03.10– Special Assistance– Grants and Subsidies for the purpose of compensating Municipalities/Towns for the loss of revenues through the closure of the Grand Falls-Windsor Mill.
