Under the authority of sections 38 and 43 of the Financial Administration Act, the Lieutenant Governor in Council is pleased to appoint the Honourable the Minister of Finance as an agent for the Province for the purpose of negotiating borrowings not to exceed $1.1 billion, including such amounts in the 2004 Loan Bill, without further reference to Cabinet on such terms and conditions as to form, rates of interest, and terms to maturity, as the Minister may determine.
