Under the authority of section 7 of the Intergovernmental Affairs Act and sections 10 and 11 of the Executive Council Act, the Lieutenant Governor in Council is pleased to authorize the Minister of Natural Resources and the Premier, as Minister for Intergovernmental Affairs, to enter into the “Canada ??' Newfoundland and Labrador Implementation Agreement, Amending Agreement No. 3", substantially along the lines of that on file with the Clerk of the Executive Council, subject to:

i)  the Minister of Natural Resources and the Premier, as Minister for Intergovernmental Affairs, signing only the English version of the proposed “Canada ??' Newfoundland and Labrador Implementation Agreement, Amending Agreement No. 3", with the Government of Canada; and,

ii)  any costs associated with the proposed Amending Agreement No. 3 being covered under the Department's existing allocation designated for the implementation of the Agricultural Policy Framework.
