Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Justice that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve the preparation of a Special Warrant for the signature of His Honour the Lieutenant Governor, in the amount of  $275,200 within the vote of the Department of Justice to provide additional funding to Legal Aid and Related Services for the fiscal year 2003/04, allocated as follows, subject to the stipulation that if the federal funding ceases then the projects will be discontinued:
