Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Health and Community Services that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve the preparation of a Special Warrant for the signature of His Honour the Lieutenant Governor, in the amount of $19,482,500 within the vote of the Department of Health and Community Services, to provide additional funding for costs associated with the Memorandum of Agreement with the Newfoundland and Labrador Medical Association, additional salaried physician positions recruited in 2002-03 and 2003-04 and fee for service physicians, allocated as follows:

2.3.02.10 - Physicians= Salaries - Grants and Subsidies                7,580,800
