Under the authority of sections 5 and 17 of the Executive Council Act, the Lieutenant Governor in Council is pleased to create the Department of Human Resources, Labour and Employment, effective February 23, 2004, consisting of all of those functions formerly within the Department of Human Resources and Employment and some of those functions formerly within the Department of Labour and the Department of Youth Services and Post-Secondary Education, with 4 branches as follows:

i)  Client and Corporate Services;

ii)  Programs;

iii)  Policy, Planning and Labour Market Development; and,

iv)  Youth Services.
