Under the authority of section 4 of the Executive Council Act and the Prerogative of the Crown, the Lieutenant Governor in Council is pleased to move that His Honour the Lieutenant Governor by Commission under the Great Seal of the Province, appoint Ed Byrne to the Executive Council of the Province as the Minister of Natural Resources and Government House Leader, with effect from February 23, 2004.
