Under the authority of sections 11 and 15 of the Executive Council Act and section 7 of the Intergovernmental Affairs Act, and following a final decision being taken by the Premier, Minister of Justice and Minister of Transportation and Works pursuant to the direction given in the Minute of Council, the Lieutenant Governor in Council is pleased to authorize the Minister of Transportation and Works and the Premier as Minister for Intergovernmental Affairs to enter into an agreement with Transport Canada, substantially in the form of the “Agreement to Transfer Discussion Draft May 19, 2004", a copy of which is on file with the Clerk of the Executive Council, with respect to former Canadian National Railway lands in Corner Brook, Grand Falls-Windsor and St. John’s.
