Under the authority of section 11 of the Financial Administration Act, the Lieutenant Governor in Council is pleased to authorize Treasury Board to prepare a Treasury Board Minute and Directive that will provide for the application of section 28 of the Financial Administration Act as follows:

i)  Supplementary Supply, not a Special Warrant, is to be followed under subsections 28(2) and (3) of the Financial Administration Act while the House of Assembly is in session, unless a valid situation, as approved by Treasury Board, exists;

 ii)  Valid situations, while the House of Assembly is in session, include specific types of urgent, emergency situations that would gravely impact the public good and the interest of the Crown if not actioned and expedient action must occur, in cases of life, health, safety, access to federal cost-shared funds, economic benefits and disasters;

iii)  Countervailing savings in a subhead arising as a result of a Special Warrant or from a cost-shared subhead cannot be transferred to another subhead; and

 iv)  An annual accountability report be prepared by the Minister of Finance and President of Treasury Board of actions during the year related to issuance of Supplementary Supply and Special Warrants, for public release.
