Under the authority of section 27 of the Hydro Corporation Act, the Lieutenant Governor in Council authorizes the Newfoundland and Labrador Hydro-Electric Corporation, in consultation with the Deputy Minister of Finance, to negotiate a capital market borrowing not to exceed $150 million Canadian, on or before December 31, 2003, with any such borrowing(s)  to be guaranteed by the Province.
