Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Human Resources and Employment that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $1,550,000 within the vote of the Department of Human Resources and Employment to provide funding for continuation of the Social Assistance Program for the balance of the 2002/03 fiscal year, allocated as follows:
