Under the authority of section 9 of the Executive Council Act and the Prerogative of the Crown, the Lieutenant-Governor in Council is pleased to appoint David Heffernan as Deputy Minister of the Department of Digital Government and Service Newfoundland and Labrador, effective September 9, 2020, in addition to his duties as Chief Information Officer, Executive Council, at his current salary and point scale on the Executive Compensation Plan, with normal step progressions and general salary increases applicable to Executive to apply, and with a position description to be forwarded to the Treasury Board Secretariat for classification within one year of the date of his appointment, the outcome of which is to place him, retroactive to his date of appointment, at the salary step that is closest to, without being less than, the salary at which he has been appointed herein.
