Under the authority of sections 10 and 11 of the Executive Council Act and section 7

of the Intergovernmental Affairs Act, the Lieutenant-Governor in Council is pleased

to authorize the Minister of Industry, Energy and Technology, the Minister of Finance,

and the Minister for Intergovernmental Affairs to:

a) enter into an agreement with the Government of Canada for a third federal loan

guarantee, substantially along the lines as on file with the Clerk of the Executive

Council;

b) enter into an agreement with the Government of Canada for an investment in the

Labrador-Island Link, substantially along the lines as on file with the Clerk of the

Executive Council; and

c) approve and enter into amendments to the Amended and Restated

Intergovernmental Agreement with the Government of Canada, pursuant to the

terms of the third federal loan guarantee.
