Under the authority of section 28(3) of the Financial Administration Act, and on the report of the Minister of Finance that there is no legislative provision and that no other countervailing savings are available, and on the report of the Minister of Forest Resources and Agrifoods that the necessity is urgent, the Lieutenant Governor in Council hereby approves the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $2,000,000 for a new activity of expenditure 3.2.03 - Financial Assistance (Capital), within the vote of the Department of Forest Resources and Agrifoods in order to provide funding to cover the costs associated with a shipment of grain for Country Ribbon Inc. due in August 2003, to be allocated as follows:
