Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Health and Community Services that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve the preparation of a Special Warrant for the signature of the Lieutenant Governor, of up to $1.2 million within the vote of the Department of Health and Community Services, to cover additional requirements for the Grand Falls Cancer Clinic ($500,000) and James Paton Hospital redevelopment ($700,000) for the 2003/04 fiscal year, allocated as follows:
