Under the authority of section 28(3) of the Financial Administration Act, and on the report of the Minister of Finance that there is no legislative provision and that no other countervailing savings are available, and on the report of the Minister of Justice that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $1, 000,000 for a new activity of expenditure 3.1.02 - Supreme Court Facilities (Capital), within the vote of the Department of Justice, in order to provide funding to facilitate the design and construction of the Supreme Court facility in Happy Valley-Goose Bay, to be allocated as follows
