Under the authority of section 28(3) of the Financial Administration Act, and on the report of the Minister of Finance that there is no legislative provision and that no other countervailing savings are available, and on the report of the Minister of Forest Resources and Agrifoods that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $2,500,000 within the vote of the Department of Forest Resources and Agrifoods in order to provide funding for an equity investment in the preferred shares of Country Ribbon Inc., to be allocated as follows:
