Under the authority of section 43 of the Financial Administration Act, the Lieutenant Governor in Council is pleased to appoint the Honourable the Minister of Finance, the Deputy Minister of Finance, and an Assistant Deputy Minister of Finance as agents of the Province for the purpose of negotiating borrowings not to exceed an aggregate amount of $300 million Canadian, which may include an amount in a foreign currency that is swapped into Canadian dollars, in order to meet 2003-04 non-budgetary requirements.
