Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Health and Community Services that the necessity is urgent, the Lieutenant Governor in Council hereby approves the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $2,300,000 within the vote of the Department of Health and Community Services to provide funding for the negotiated one year contracts with the Newfoundland Association of Ambulance Services and the Newfoundland and Labrador Association of Community Ambulance Services, allocated as follows:
