Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Environment that the necessity is urgent, the Lieutenant Governor in Council hereby approves the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $175,000 within the vote of the Department of Environment to provide funding to undertake a risk assessment of the former US military base in St. Anthony, allocated as follows:
