Under the authority of section 28(2) of the Financial Administration Act, and on the report of the Minister of Finance and President of Treasury Board that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Minister of Tourism, Culture and Recreation that the necessity is urgent, the Lieutenant Governor in Council hereby approves the preparation of a Special Warrant for the signature of the Lieutenant Governor, in the amount of $635,000 within the vote of the Department of Tourism, Culture and Recreation to provide funding to facilitate expenditures associated with the start up of various programs and events at The Rooms which are fully recoverable under the Federal Cultural Spaces Program, allocated as follows:
