Under the authority of section 41 of the Memorial University Act, the Lieutenant Governor in Council hereby authorizes Memorial University of Newfoundland to borrow up to $3,000,000 in 2003-04 for capital requirements with the debt servicing costs to be provided to the Department of Youth Services and Post Secondary Education’s departmental appropriations in fiscal year 2004-05.
