Public Inquiries Act
Under the authority of section 29 of the Public Inquiries Act, 2006, the Lieutenant-
Governor in Council is pleased to establish the following policies respecting funding
and administrative matters relating to the Inquiry Respecting the Treatment,
Experiences and Outcomes of Innu in the Child Protection System established pursuant
to the Inquiry Respecting the Treatment, Experiences and Outcomes of Innu in the
Child Protection System Order:
1) Participation Costs
a) The family of each deceased Innu child or youth, whose death will be
investigated pursuant to subsection 4(2) of the Order, shall be provided
funding to facilitate their participation in the Inquiry, through budget
appropriations for the Department of Justice and Public Safety (Activity -
Other Inquiries - 2.3.03.02), in accordance with rates of remuneration and
reimbursement approved by the Treasury Board, which funding shall be
sufficient to cover, particular to the topic of that case:
i) preparation for the Inquiry;
ii) presentation of witnesses, documents and other submissions to the
inquiry, and listening and responding to the evidence of other parties;
iii) follow-up to the Inquiry report; and
iv) legal counsel to assist with the above; and
b) Funding provided pursuant to Item 1(a) above acknowledges that the Innu
Representative Organizations may enter into funding arrangements with the
Government of Canada to facilitate their participation in the Inquiry and to
help supplement healing services available in the Innu Communities during
the Inquiry;
2) Healing Services During Inquiry
a) The Inquiry Panel shall coordinate with the Innu Representative
Organizations with respect to the delivery of healing services and the
provision of information about the healing services; and
b) In addition to existing healing services available within the Innu
Communities, the Department of Justice and Public Safety, the Innu
Representative Organizations and the Government of Canada will work
together to ensure sufficient resources are provided to the Innu Representative
Organizations, or as they may agree, to ensure that healing services are
available during the Inquiry, including Inquiry proceedings, to help avoid and
mitigate risks of significant distress, traumatic memories, relapse and so on
that some Innu may experience as a result of the Inquiry;
3) Translation Services
The Inquiry Panel shall arrange for translation services, as referenced in
subsection 5(3) of the Order, prior to the start of Inquiry proceedings, and may
work with the Innu Representative Organizations to make those arrangements; and
4) Procedures Following Delivery of Final Report to the Minister
Following the delivery of the Final Report to the Minister of Justice and Public
Safety in accordance with section 10 of the Order, the Inquiry Panel will:
a) present its Final Report at community meetings to be held in Sheshatshiu and
Natuashish; and
b) meet with the leadership of the Innu Representative Organizations, the Innu
Round Table Secretariat, senior Government officials, and other stakeholders
identified by the Inquiry Panel, as appropriate, to ensure full understanding
of the lessons learned and the recommendations contained in the Final Report.
