Under the authority of subsection 4(2) and section 37 of the Memorial University

Act, the Lieutenant-Governor in Council is pleased to authorize Memorial University

to construct the new Harsh Environment Research Facility, maintain and keep in

proper order and condition, and to furnish and equip the facility, and to spend the

money required for these purposes, to a maximum of $23,672,700 including HST.
