Under the authority of subsection 26(4) of the Financial Administration Act, the

Lieutenant-Governor in Council is pleased for the Department of Transportation and

Infrastructure to:

a) pre-commit $2,017,600 against its budgetary appropriations for fiscal year 2023-

24, to facilitate the award of a contract to Cahill Instrumentation & Technical

Services (2011) Limited for the design, build and operation of biomass heating

systems at the College of the North Atlantic campuses in Clarenville, Burin,

Bonavista, Gander and Grand Falls-Windsor, and the Centre for Forestry and

Agriculture at Wooddale; and

b) pre-commit $185,657 in fiscal year 2023-24; $742,626 in fiscal years 2024-25

through 2032-33; and $556,969 in fiscal year 2033-34, excluding HST and

adjusted annually by the average CPI (St. John’s), against its budgetary

appropriations, to facilitate a ten-year operations service contract to Cahill

Instrumentation & Technical Services (2011) Limited for biomass heating

facilities
