Under the authority of sections 4(1), 11.1 and 39(3) of the Hydro Corporation Act,

2007 and subsections 245(1), (2) and (8) of the Corporations Act, and further to

OC2021-128, the Lieutenant-Governor in Council hereby directs the Board of

Directors of the Newfoundland and Labrador Hydro-electric Corporation to:

a) provide a one-time general economic increase of two per cent to its non-unionized

employees effective January 1,2023; and

b) enter into a contract with a qualified third party, in consultation with the

Department of Industry, Energy and Technology, to undertake an independent

review of what would be the appropriate comparator for the total compensation

package (including salary, benefits and pension) for non-bargaining unit positions

of Newfoundland and Labrador Hydro as a Crown-owned utility and provide a

written report of the third party’s findings to the Minister of Industry, Energy and

Technology within six months.
