Under the authority of sections 42 and 43 of the Financial Administration Act, the

Lieutenant-Governor in Council is hereby moved to:

a) raise by way of loan upon the credit of the Province, a sum not to exceed $700

million, required to repay, renew or refund, securities issued under the authority

of the Financial Administration Act, payments into the Newfoundland and

Labrador Government Sinking Fund, and payment of unfunded pension

liabilities, as may be required from time to time by the Minister of Finance or

Deputy Minister of Finance; and

b) appoint the Minister and Deputy Minister of Finance as the agent of the

government for the purpose of negotiating borrowings on such terms and

conditions as to form, rates of interest, and terms to maturity as the Minister of

Finance or the Deputy Minister of Finance may determine.
