Executive Council Act
Under the authority of section 9 of the Executive Council Act and the Prerogative of
the Crown, the Lieutenant-Governor in Council is pleased to appoint Justin Caines
as Assistant Deputy Minister, Legal Services, in the Department of Justice and Public
Safety, effective October 30, 2025, with salary at Step 25 of the 2056 Point Scale on
the Executive Compensation Plan, with benefits to include payment of annual practice
fees in the Law Society of Newfoundland and Labrador, and with normal step
progressions and general salary increases applicable to Executive to apply.
