Under the authority of sections 38 and 43 of the Financial Administration Act and the Loan Act, 2015, the Lieutenant Governor in Council is pleased to appoint the Minister and Deputy Minister of Finance as the agent of the government for the purpose of negotiating borrowings, not to exceed an aggregate amount of $2,000,000,000 Canadian dollars, on such terms and conditions as to form, rates of interest, and terms to maturity as the Minister or Deputy Minister of Finance may determine.
