Under the authority of subsection 28(2) of the Financial Administration Act, and on the report of the Minister of Finance that there is insufficient legislative provision and that no other countervailing savings are available, and on the report of the Government House Leader that the necessity is urgent, the Lieutenant Governor in Council is pleased to approve, on the recommendation in writing of Treasury Board, the preparation of a Special Warrant for the signature of His Honour the Lieutenant Governor, in the amount of $147,200 within the Vote of the Legislature, for the purpose of conducting a by-election in the Electoral District of Cartwright – L’Anse Au Clair, allocated as follows:
