Under the authority of section 20 of the Hydro Corporation Act, 2007, the Lieutenant-Governor in Council is pleased to: 

a) authorize Newfoundland and Labrador Hydro to borrow an amount not to exceed $1,000,000,000, prior to March 31st, 2018, for the purpose of its 2016 and 2017 refinancing and capital programs, including the construction of a 230 kilovolt line from Bay D’Espoir to the Avalon and other projects approved by the Public Utilities Board, the details of which are on file with the Clerk of the Executive Council; and 

b) delegate authority to the Minister of Finance to approve the rate of interest, and terms and conditions of the borrowings by Newfoundland and Labrador Hydro, in an amount not to exceed $1,000,000,000, prior to March 31st, 2018.
