Under the authority of section 19 of the Endangered Species Act, the Lieutenant Governor in Council is pleased to authorize the Minister of Environment and Conservation to issue an Economic Activity Permit to Nalcor for the Muskrat Falls hydroelectric project, subject to:

i) the development of, approval for, and adherence to a Species at Risk Protection and Project Effects Monitoring Plan; and

ii) the Report of the Joint Review Panel on the Lower Churchill Hydroelectric Generation Project being released by both the Government of Newfoundland and Labrador and the Government of Canada.
