Executive Council Act
Under the authority of sections 5 and 17 of the Executive Council Act, the Lieutenant Governor in Council is pleased to restructure the Executive Council to create the Human Resource Secretariat consisting of all of those functions formerly within the Public Service Secretariat, effective immediately, with the following additional functions to be phased in over the course of fiscal year 2012-13: those functions formerly within the Strategic Human Resource Management divisions across government; payroll functions formerly within the Compensation and Benefits Division of the Department of Finance; regional payroll positions within the Department of Transportation and Works and the Department of Justice; group insurance administration functions formerly within the Insurance Division of the Department of Finance; and employee pension counseling services formerly within the Pensions Administration Division of the Department of Finance. The Human Resource Secretariat is to have 4 branches as follows:
i) Human Resources;
ii) Labour Relations;
iii) Compensation and Benefits Administration; and
iv) Client Services.
