Executive Council Act
Under the authority of sections 5 and 17 of the Executive Council Act, the Lieutenant Governor in Council is pleased to restructure the Human Resource Secretariat within the Executive Council, further to MC2012-0156, by
1) Transferring to it, over the course of fiscal year 2012-13, the following additional functions previously performed by the Public Service Commission: delivery of staffing services, specifically the advertising of positions, the conducting of job competitions, recruitment services for hard to fill positions, student employment, and the recommendation of candidates for appointment or promotion. These functions shall continue to be carried out in accordance with the requirements and principles of the Public Service Commission Act by selecting boards with chairpersons certified by the Public Service Commission. All other Public Service Commission powers and functions will remain with the Public Service Commission in support of the Public Service Commission’s statutory mandate. This includes, but is not limited to: the development of staffing policy, standards and procedures, monitoring, auditing and appeals of Human Resources Secretariat staffing action, and certification of selection board chairs; and
2) Changing the name of the “Compensation and Benefits Administration branch” to the “Compensation and Staffing branch”, effective November 1, 2012.
