Under the authority of section 26(4) of the Financial Administration Act, the Lieutenant Governor in Council is pleased to authorize the Department of Transportation and Works to pre-commit funding against its budgetary appropriations as follow

(i)$39.5 million for new projects, including the federal share of stimulus program projects, and additional funding of $10.5 million to complete carryover work from 2009/2010 under the 2010/2011 Provincial Roads Improvement Program for a program total of $60 million.  Authority is also provided for a pre-commitment of $10 million against the 2011/12 appropriation to complete any carry-over work from 2010/11;

(ii) $35.7 million in 2010/2011 to complete carry-over projects and $25.0 million in 2011/12 for new widening and hard surfacing projects on Phase I of the Trans Labrador Highway;

(iii)$10.3 million in 2010/11 to complete carry-over projects for the construction of Phase III of the Trans Labrador Highway between Happy Valley-Goose Bay and Cartwright;

(iv) $2.0 million for carry-overs and $28.0 million for new projects in 2010/11, and $12.5M in 2011/12 for new projects in the Major Infrastructure Component of the Building Canada Fund;

(v) $2.0 million in 2010/2011, $9.0 million in 2011/2012 and $6 million in 2012/2013 for replacement of the Placentia Lift Bridge and Kenmount Road Overpass under the Building Canada Fund;

(vi) $7.7 million in 2010/2011, $2.1 million in 2011/2012 and $4.8 million in 2012/2013 under the Canada Strategic Infrastructure Fund for construction of the Conception Bay South Bypass and completion of construction of the Torbay Bypass; and

(vii) $15 million in 2011/12 for construction of the Team Gushue Highway.
