Under the authority of sections 72 and 73 of the Environmental Protection Act and section 7 of the Intergovernmental Affairs Act, the Lieutenant Governor in Council is pleased to authorize the Minister of Environment and Conservation and the Minister for Intergovernmental Affairs to amend, by an exchange of letters with the federal Minister of Environment, the terms of reference annexed to the  “Agreement Concerning the Establishment of a Joint Review Panel for the Environmental Assessment of the Lower Churchill Hydroelectric Generation Project,” making the change to the aboriginal language translation requirements recommended by the Joint Review Panel in its December 18, 2009 letter to the Ministers.
