Under the authority of section 8 of the Interpretation Act and section 25 of the Research and Development Council Act, the Lieutenant Governor in Council is pleased toapprove the procurement principles of the Research & Development Corporation of Newfoundland and Labrador, as follows:

(i) The Research & Development Corporation is guided to act in as commercial a manner as possible and to employ industry best practices;

(ii) The Research & Development Corporation makes all reasonable efforts to identify suppliers in a transparent and competitive manner;

(iii) The Research & Development Corporation ensures that effective procurement practices, systems, processes, and audits are maintained within the Research & Development Corporation; 

(iv) The Research & Development Corporation institutes procurement practices that are consistent with national and international obligations, where applicable; and

(v) The Research & Development Corporation’s procurement policies and practices are founded upon fairness, openness, competition, value for money, efficiency, transparency, accountability, and environmental responsibility.
