Under the authority of section 67(3)(a) of the Environmental Protection Act, upon the recommendation of the Minister of Environment and Conservation, the Lieutenant Governor in Council hereby releases the Newfoundland and Labrador Refinery Project from environmental assessment, subject to the following conditions:                                                                                       i) purchase the sum of the land and properties at Holyrood from SEAXX Inc. for the price of $398,500, commonly known as the SEAXX property, as outlined in the description of land and property including the former fish plant site, warehouse/cold storage facility upland site, and the warehouse/cold storage facility water lot, as outlined in Attachment 1 of the Minister’s Submission;     ii) acquire Crown land at Holyrood by grant from the Province as outlined in Attachment 2 of the Minister’s Submission; and      iii) acquire the land, wharf, and waterlot at Holyrood from the Government of Canada as outlined in Attachment 3 of the Minister’s Submission.
