Under the authority of section 11 of the Executive Council Act and section 7 of the Intergovernmental Affairs Act, the Lieutenant Governor in Council is pleased to authorize the Government of Newfoundland and Labrador as represented by the Minister of  Natural Resources and the Minister for Intergovernmental Affairs, to enter into a Non-Disclosure Agreement with the Government of Ontario as represented by the Minister of Energy and the Ontario Power Authority, substantially along the lines of the agreement on file with the Clerk of the Executive Council.
