Under the authority of section 11 of the Executive Council Act and section 33 of the Petroleum and Natural Gas Act, the Lieutenant Governor in Council is pleased to authorize the execution and delivery of the Formal Agreements in respect of the Hebron Development Project, including the “Hebron Fiscal Agreement,” the “Hebron Benefits Agreement” and all ancillary agreements and documents (including but not limited to the “Document Escrow and Closing Agreement,” the “Bull Arm Site Option Agreement,” a Letter relating to the interpretation of the “Royalty Regulations, 2003,” a Confidentiality Agreement Acknowledgement regarding confidentiality obligations of the Province respecting Newfoundland Transshipment Limited Documents, and an Agreement respecting Confidentiality), with Chevron Canada Limited, ExxonMobil Canada Properties, StatoilHydro Canada Ltd., Petro-Canada, ExxonMobil Canada Ltd. and the Oil and Gas Corporation of Newfoundland and Labrador Inc., substantially in the form on file with the Clerk of the Executive Council, with final authority for such signing to rest with the Premier, the Minister of Natural Resources, and other Ministers as appropriate.
